Job Summary:

The Protection Analysis and Information Management Specialist will be fully dedicated to leading and strengthening the quality of protection monitoring, protection risks analysis and -protection related data management across DRC Ethiopia’s projects. To this end, she or he will play a key role in contributing to and supporting protection programming through the collection, analysis and sharing of information in a sensitive and appropriate way in accordance with professional standards for protection work. The Specialist will work as part of the DRC Ethiopia Protection team to provide technical guidance and support across country programming, including technical inputs to protection analysis, development of a protection monitoring database, and strengthening the use of protection analysis to inform programming and advocacy. Finally, the position is responsible for the design, implementation and management of data and information management systems of protection activities.

Duties and Responsibilities:

Strategy: Protection information management

 Oversee the management of databases of confidential information including for IPA, Case management, PSS and protection monitoring and ensure there is provision for data security, including strict data handling and confidentiality protocols, weekly backup and recovery control by working in close collaboration with the Case Management and MHPSS Specialist.

  Enhance DRC staff’s knowledge and capacity to use relevant databases and in topics including data quality, and basic data analysis.

Protection Monitoring and Analysis

 Provide technical expertise for DRC Ethiopia’s protection programming, particularly implementation of protection monitoring and assessment activities.

 Lead the development of DRC’s Protection Monitoring approach and related systems to ensure timely and up-to-date Protection analysis is available to inform programme design and advocacy

 Develop, implement and maintain DRC Ethiopia’s protection monitoring and analysis database including DEEP and Activityinfo.

 Develop and ensure adherence to DRC Protection Monitoring SoPs, including through training, coaching, supervision, and programme quality checks

 Develop protection tools, with an emphasis on protection monitoring in close collaboration with the Protection manager and the field teams

 Support field teams in conducting rapid protection assessments in new areas to identify existing/emerging protection needs

 Produce regular protection information management products, including monthly protection monitoring dashboards, country level protection monitoring reports, thematic reports, and flash reports based on primary and secondary data sources

 Support Protection Manager on dissemination of protection analysis findings and recommendations to DRC Senior Management and internal/external stakeholders (Protection Cluster, donors, programme teams)

 Provide capacity-building and mentoring to protection and other sector response team members on general protection, GBV, and child protection information management including data collection methodologies, protection information management, and adherence to protection principles

 Contribute to the development of concept notes and/or proposals and budgets for future protection programming and ensuring appropriate protection risk analysis to support project design

 Contribute to the strategic direction of DRC country protection programme through participation in strategy planning meetings and developing strategic documents

 Represent DRC and participate in cluster coordination and other meetings relevant to protection issues, including active participation in the Protection Analysis Working Group, and providing presentations on protection analysis at national and subnational coordination fora.

Job requirements:

 Relevant university degree or qualification in Information Systems, Communications, Social Sciences or related field.

 At least 3 years of experience with an NGO or UN agency, at least 1 year of which should be in an operational setting.

 Experience in developing, managing information and using databases in humanitarian settings.

 Experience compiling information for external dissemination.

 Good experience in research and data/information management, information security as well as quality assurance techniques.

 Strong understanding of humanitarian, displacement and protection issues.

 Strong knowledge of Excel and preferably MS Access or other databases, SharePoint online, and other modern tools.

 Strong knowledge of data collection, analysis and visualization tools and techniques, such as activity info. DEEP, Kobo, Power-BI, PivotTables/charts, google forms, among others.

 Understanding of GIS and cartographic outputs, and the ability to collect and organize data to support production or maps and infographics.

 Understanding Humanitarian Mapping.

 Demonstrated skills in PC troubleshooting, software and hardware support, networking, data backup, creating data entry forms and generating database report.

 Previous experience working with protection related data

Languages: (indicate fluency level)

 Excellent skills in speaking, reading and writing English.
